Andrew Sparke
Chief Executive
Dudley Metropolitan Borough Council

Andrew Sparke has been the Chief Executive of Dudley Metropolitan Borough Council since February 1998. Apart from a brief period working in the Print Shop at B.P. prior to qualification as a Solicitor, his career has been spent within local government. His employers have included South Hams District Council, Derby City Council, Kingston Upon Hull City Council and the London Borough of Enfield and before moving to Dudley he was Lincoln City Council's Chief Executive and Town Clerk. From 1998 to 2005 in addition to his duties for Dudley, he was also Clerk to the West Midlands Police Authority.

He is author of "The Compulsory Competitive Tendering Guide" (Butterworths 1993 and 1996) and "A Practical Guide to Extending Local Authority Services" (Longmans 1994) and was a contributor to "Public Sector PLC" (LGC Communications 1998). He is co-author and the general editor of "The Efficiency and Best Value Manual" (Butterworths, 1999, now Tottel 2005), published in encyclopedia format and is responsible for twice-yearly updates to the work (each April and October) as well as jointly for a quarterly Best Value News Bulletin. He also contributed to Halsbury's Laws of England Volume 20 on Local Government. (revised 2001).

 
A founder member of the Inter-Authorities Group which promotes benchmarking and exchange of good practice, he is also Chairman of the Association of Local Authority Chief Executives (ALACE - the Chief Executives union) and has a strong professional interest in employment law and TUPE in particular.
 
Writing and lecturing apart, his leisure interests revolve around collecting recorded music, Chelsea Football Club and basic woodwork. Although not exactly a dancer himself, he led a project for disadvantaged 15-18 year olds with the Birmingham Royal Ballet, which became a Channel 4 Television series entitled “ Ballet Changed My Life - Ballet Hoo…” screened September 2006. He is currently a trustee of a new Charity `The Leaps and Bounds Trust’ which aims to continue Arts-based transformation work for young people.
